The best platform is the one you are most comfortable and most familiar with, unless you are doing some very specialized development that is only supported by a specific platform.

JIRA is pretty much the leader in this category, esp. if coupled with Confluence. Most of the other products are wannabes, or have limited features.

Interesting approach, but I believe it has limited applicability, in certain types of software development. It is not as general as the typical Agile approach.

Andrew, this is one of few documents that recognize the inception of Agile type methods at IBM, back ~40 yrs ago ("Chief Programmer Approach"). It also does a good job recognizing some of the shortcomings of Agile, without negating the whole process and the benefits it can provide. Thank y...
