Yup, that TRIUS partner would most likely be Paris Karahalios (based on the filename you posted). Worked with him many years ago (35+) when he was still in the nuclear field. Prolific author and keen ability to come up with math and computer models for pretty much everything.

Howard, you may be a bit confused about the whole probabilities concept. I can't claim to be a statistician or risk expert, but when some event has a probability of occurrence of, let's say, 2 per 1000 years, it doesn't mean that it will happen once at 500 years and once more at 1000. Doesn't that make sense? If you evacuate 100's of thousands of people and they don't get exposed, you eliminate a LARGE collected dose that would statistically have resulted in a large number of cancer deaths being predicted. No surprises there.
