Not sure what you mean by a great leap forward, but you are correct in saying that lots of nuclear events are not taken up and reported by the media, unless it's some accident, or something, that they can sensationalize.

It's not as major an event as you think. Sure, it should not be taken lightly, but it does happen and there are processes and procedures to deal with it.

Most of us do not "blindly" believe UNSCEAR reports, but we definitely give more credence to a large group of scientists considered experts by their peers, than to a critique by a a group that has a very well defined political agenda!
