Yes, depending on the source of radiation, skyshine could be an important component, particularly for long term exposures.

I have seen dozens of "different" release estimates, some of them claiming lots more radioactive material releases than Chernobyl. Is there a source where I can find published, peer-reviewed information of the measured (or even calculated) releases?

I hadn't looked at the web site he referenced, but now that you pointed it out, I went back and sure enough, all the conspiracies are there, presented as the truth :-) As for Howarde's credibility, after his posts over the past couple of months, he needs to work on it, real hard!
