The evacuation of tens of thousands of people helped prevent rising cancer rates and other health problems after Japan's Fukushima nuclear disaster, the world's worst in 25 years, U.N. scientists said on Friday.

Doesn't that make sense? If you evacuate 100's of thousands of people and they don't get exposed, you eliminate a LARGE collected dose that would statistically have resulted in a large number of cancer deaths being predicted. No surprises there.
