A user, Gene45, posted in a different about two very good programs that would make the idea replacement for DCWin.

I tried both of them and in particular Librecad (http://librecad.org/cms/home.html) is awesome! And, it's free! I strongly recommend it.
If at first you don't succeed, just give up and do something else

I'll second the recommendation for LibreCAD. It's a great product and fairly easy to learn and use.
